Blasts hit Damascus as Syria gears up for monitors

Twin bombings killed civilians and police in the heart of the Syrian capital Saturday, state television said, as peace envoy Kofi Annan geared up for a monitoring mission to end the year-long bloodshed.

"Two terrorist bombings struck Damascus this morning," the television said, adding that initial reports suggested the bombers had blown up vehicles packed with explosives.

The attacks targeted the criminal police headquarters and an office of Syria's intelligence services, killing several police and civilians, it said without giving figures.

The state broadcaster showed gruesome pictures of a charred body inside the mangled remains of a smoking vehicle in Duwar al-Jamarek.

"First pictures of the body of one of the terrorists who targeted Damascus today in Duwar al-Jamarek," a message running on the screen said.

Other images broadcast on television showed a bus splattered with blood and more blood stains on the road, while ambulances could be seen in the background.

The Britain-based Syrian Observatory for Human Rights said earlier that two powerful explosions targeted security service buildings in the capital.

A spate of bombings have hit Syria's big cities amid concerns that Al-Qaeda has taken advantage of the revolt against President Bashar Assad to shift its focus of operations from neighbouring Iraq.

On January 6, a car bomb exploded in Damascus killing 26 people, most of them civilians. State media said it was a suicide attack and blamed "terrorists".

The attack came after twin bombs hit security service bases in the capital on December 23, with state media pointing the finger at Al-Qaeda, while car bombs in the northern city of Aleppo on February 10 killed 28 people.

The United States has resisted mounting calls from its Gulf Arab allies Qatar and Saudi Arabia for the arming of rebel forces in Syria for fear the weapons might fall into the hands of the jihadists.

On Friday, UN-Arab League envoy Annan warned of a regional "escalation" of the crisis in Syria and urged the UN Security Council to close ranks to put pressure on Assad.

The former UN chief, who met Assad in Damascus last weekend, has ordered a team of UN experts to Syria this weekend to discuss a possible ceasefire and international monitoring mission, his spokesman said.

"We tend to focus on Syria, but any miscalculation that leads to major escalation will have impact in the region which would be extremely difficult to manage," he told reporters in Geneva, according to an official transcript.

Annan told the Security Council via videoconference that he has had a "disappointing" response from Assad so far to his proposals, diplomats at the meeting said.

"The stronger and more unified your message, the better chance we have of shifting the dynamics of the conflict," Annan was quoted as telling the 15-nation council.

The United Nations says some 8,000 people have died since opposition protests broke out last March. Activists have given a toll of more than 9,100.

But the Security Council has been unable to pass a resolution condemning the violence. Russia and China have twice used their powers as permanent members to block resolutions which they said were unbalanced.

Following Annan's intervention, talks are expected to start again on a draft text drawn up by the United States.

Syria's foreign ministry said the country would cooperate with Annan and at the same time pursue its crackdown on "armed terrorist gangs," which it holds responsible for the year of bloodshed.

The government is "determined to protect its citizens by disarming the terrorists and continues to search for a peaceful solution to the crisis," it said in a letter to the United Nations, reported by state news agency SANA.

Thousands of anti-government protesters called Friday for foreign military intervention to bring down Assad. The Syrian Observatory said at least 15 people were killed around the country.

"The people want military intervention, the Free Syrian Army to be armed, and the fall of the regime," several thousand demonstrators chanted in Aleppo, an activist at the scene told AFP by telephone.

Huge rallies in support of Assad were held in Damascus and other major cities on Thursday to mark the first anniversary of the uprising.

Annan's experts are expected in Damascus on Sunday. The United Nations and the Organisation of Islamic Cooperation are also to send experts this weekend on a Syrian government-led humanitarian mission.

The United Nations estimates more than 30,000 Syrians have fled to neighbouring states and another 200,000 are displaced within Syria.

James Murdoch pleads innocence ahead of committee report

LONDON (Reuters) - James Murdoch has written to an influential parliamentary committee, investigating a phone hacking scandal at his company, to apologise and restate his innocence ahead of a potentially damaging report that could determine his future in Britain.

The 39-year-old son of Rupert wrote to the committee to accept responsibility for failing to uncover the criminal behaviour, which has damaged the reputation of the News Corp media empire, British politicians and police.

At stake is his role as chairman of British pay-TV group BSkyB and potentially his future at News Corp, where he had for years been marked out as the heir apparent to his father Rupert as chief executive.

"I did not know about, nor did I try to hide, wrongdoing," he said in the letter published by the committee on Wednesday.

"Whilst I accept my share of responsibility for not uncovering wrongdoing sooner, I did not mislead parliament and the evidence does not support any other conclusion."

Analysts and some shareholders believe Murdoch would struggle to remain at BSkyB if he is singled out for particular criticism as it could impact his ability to negotiate with the government and regulators on behalf of one of Britain's most powerful media firms.

The all-party committee summoned James and his father Rupert to a hearing at the height of the scandal last July, for a three-hour often testy grilling that was watched live by millions on television in both Britain and the United States.

Just four months later, the younger Murdoch had to return to answer further detailed questions over what he knew and when after two former colleagues publicly contradicted his evidence.

News Corp's British newspaper arm News International had long argued that the hacking of voicemails to generate stories was the work of a single rogue reporter and private investigator who had already gone to jail for the crime.

But as more people came forward to accuse the company of hacking their phones, that defence crumbled and attention turned to those at the top of the company and it was asked why they had not pushed further to discover the truth.

"Clearly, with the benefit of hindsight, I acknowledge that wrongdoing should have been uncovered earlier," Murdoch said in his letter.

The parliamentary committee had originally planned to publish its report before Christmas but due to the sensitivity of the material it is having to write the document by committee and is now aiming for the Easter holiday in April.

How to Avoid Unfair Property Taxes; Top 10 Highest Property Tax ...

The battered real estate market has another side effect that often goes overlooked, consumer finance and tax experts say: Millions of homeowners are unknowingly paying too much property tax.

According to the National Taxpayers Union, about 30 percent of properties in the U.S. are assessed at higher values than they are really worth. That means their owners pay inflated property tax bills while other taxpayers in their towns reap the benefits.

Cities, counties and school districts are collecting 20 percent more in property taxes than they did in 2006, before the housing bubble burst and when home values were one-third higher than they are today, USA Today reported.

Though some of the assessments may have adjusted, the total amount of local state and property tax collection has only taken a small dip very recently, said Pete Sepp, executive vice president of the National Taxpayers Union.
Sepp said that may mean the assessments have been decreasing but property tax rates may be increasing.

?Homeowners probably haven?t been getting the relief they expected when values dropped,? he said.

In 2003, the New York Public Interest Research Group examined assessment accuracy of nearly 700,000 homes in New York City and found that 31 percent were incorrectly over or under-assessed, based on fair market value.

Meanwhile, only 2 percent of homeowners appeal their property taxes, according to the National Taxpayers Union.

Lisa Gerstner, staff writer with Kiplinger?s Personal Finance Magazine, said most local governments only assess property values every two or three years. Gerstner said it?s important to know how your local government assesses properties. Sometimes homes are compared with a recently sold home. Other cities and towns may apply a computer algorithm to adjust property values.

It?s important that the locality take into consideration the ratio of homes to business properties so each sector pays their fair share of the tax burden. Home and commercial property values do not always move in tandem.

Next, homeowners should check for accuracy in your property?s report card from the local tax assessor such as errors in number of rooms or size.

In the April issue of Kiplinger?s Personal Finance Magazine, Gerstner said if you can find five or more similar properties at significantly lower values, you may have a good case to fight your property assessment.

The Census Bureau has data about median real estate taxes paid across the country, and like in previous years, the most recent data from 2010 shows New York and New Jersey collect the highest county property taxes.

For any other team, trading for receiver Brandon Marshall would be viewed as a calculated risk, with a potentially high reward.? For the Bears, still only a few months away from the embarrassing revelation that receiver Sam Hurd was signed to a multi-million-dollar deal while firmly on the federal government?s radar as an aspiring Tony Montana, acquiring Marshall takes on a higher level of potential peril.

Marshall has a long history of off-field misconduct, most of which has come from his rocky relationships with women.? But he also was a central figure in the fracas that preceded the shooting death of Broncos cornerback Darrent Williams, and Marshall disclosed last year that he has borderline personality disorder.? (While the Bears shouldn?t avoid him for that reason, they?d better be sure that it?s under control.)

With the Bears missing what any competent security department should have easily discovered regarding Hurd, the question of whether the Bears should take a chance on Marshall now takes a back seat to whether the Bears knew or should have known about the new allegation that he punched a woman in the face over the weekend.

The league makes certain otherwise confidential information regarding players available ? on request ? if a team is considering adding that player to the roster.? Presumably, the Bears asked all the right questions.

Regardless, they now look foolish.? Either they knew about the latest off-field issue and decided to make the trade anyway or they didn?t know and appear to be even more incompetent given what happened (or, more accurately, didn?t happen) with Sam Hurd.

And so, even if there?s a way to argue that the Dolphins knew and failed to share the information with the league or the Bears, the Bears will simply be drawing more attention to their ineptitude on these matters by trying to annul the trade or otherwise demanding a partial refund or some other relief from the Dolphins.

Either way, it should make for some interesting questions at the press conference.? Perhaps the best move would be not to have one.

UPDATE 8:53 a.m. ET:? And, of course, three minutes after this item was posted, the Bears issued a statement acknowledging they knew about the situation.
